"zero-dark hundred" March 17, 2014, Carrollton Volunteer Fire Dept. dispatched several units to a reported "person trapped on island". Fire and Rescue Units arrived at Ragged Island (at foot of James River Bridge) at 00:30 to begin conducting rescue efforts for a person surrounded by water trapped on the island . Coast Guard and helicopter assets were also dispatched.
Carrollton Volunteer Fire Department's Chief-10 was in command as Carrollton VFD was committed for about five hours in the cold and rainy weather. Rescue-10, Brush-10 and Engine-10 were on scene with full crews and Squad-10 transported the patient BLS to RRMC. USCG was called early in the rescue operation because the adverse weather did not allow deployment of Boat-10. The USCG helicopter picked up the subject and transported to an Landing Zone set up on Route-17 (between Raceway and the foot of the JRB) which was closed in both directions for a short while.
